5.2 Evaluation of the governance reform

The Council will consider the report of the EC Task Force on the Evaluation of the Reform (TF ER) on the work of the external evaluators and the recommendations of PAC pursuant the Decision 4 (EC-73) - Evaluation of the constituent body reform.

The Council will also consider outcomes of an independent review of the effectiveness of WMO regional and subregional offices.

5.3 Constitutional and regulatory matters

The Council will be invited to consider the following recommendations by the presidents of technical commissions supported by the TCC:

The Council will consider the report of the EC Task Force on JIU/REP/2020/1, Recommendation 7 (TF-R7), established through Decision 5 (EC-74) - Review of the membership of the bodies established by the World Meteorological Congress and the Executive Council, and an initial proposal of misconduct rules to be annexed to the contract of the Secretary-General, for further consideration by EC-76 and recommendation to Cg-19

5.4 Role, functions and socioeconomic benefits of National Meteorological and Hydrological Services

The Council will be updated on progress with Public-Private Engagement, taking note of the relevant decisions taken at Congress, the Executive Council and regional association sessions, and will consider the activities planned in response to these decisions before Cg-19.

The Council will also be informed of and provide guidance on current and planned initiatives to advance socioeconomic assessments of weather, climate and water services and the role of WMO.

5.6 Review of subsidiary bodies and membership of bodies reporting to the Executive Council

In accordance with Rule 11.4 of the Rules of Procedure of the Executive Council, following the designation of new acting members, the Council will review the membership of its subsidiary bodies.
